On April 17, 2025, Ms. Laurel A. Johnston, former Director and Deputy Director of Finance for the State of Hawai‘i, visited PUBA and delivered a guest lecture titled “State Executive Budget Basics from a Practitioner.” Ms. Johnston served as both Director and Deputy Director of Finance during Governor David Ige’s first term and also held the position of Deputy Chief of Staff. Her career also includes leading the University of Hawai‘i’s Budget Office and serving as Assistant Superintendent of the Department of Education’s Planning, Budget, and Resource Development Office. She holds a Master of Science in Public Administration from Florida State University.
